Job Description:

Parsons is now hiring an experienced Financial Analyst with the desire to work on a team developing innovative solutions to support emerging technology projects. The candidate is expected to provide the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E) 5G office support for R&D program planning budget building acquisition support and financial execution of Research Development Test and Evaluation (RDT&E) funding. This support will aid the Program Management team and Front Office with the programmatic and financial aspects of new and existing programs projects and acquisitions.

This role will be primarily remote preferably in the DC area with the requirement to go to customer location(s) in the DC area periodically. Any candidate not residing in the DC area would be required to travel occasionally for meetings/program reviews.


  • Provide the government lead program managers forecasting tracking and the updating of commitments obligations and expenditure data of RDT&E funding for prior fiscal year and current fiscal years.
  • Provide program review support including support to annual reviews and quarterly program reviews.
  • Employ knowledge of RDT&E budget activity codes and policies concerning two-year funding to assist in planning programming and budgeting activities.
  • Generate custom ad hoc financial reports to provide data for presentations meetings briefings suspense and any other requirements needing financial data.
  • Provide monthly financial status report spreadsheet(s) with specific content by project/program.
  • Advise leadership on possible courses of action to address the identified problem.

Required Qualifications:

  • Bachelor’s degree in Business Accounting Program Management or related field
  • Expertise and experience in the execution of government research and development funding
  • Knowledge of Financial Management Regulations the FAR DFARs and procedures for the execution of RDT&E and O&M funding
  • Experience with MIPRs IAA’s or DoD Purchase Requests (PRs) and or 7600s for the execution of funding
  • Experience with solicitations such as broad agency announcements (BAA) other transaction authorities (OTA) and sole source justifications
  • Active DoD Secret Clearance with the ability to attain a higher-level security clearance.

This position pays a minimum annual salary of $92200.00 and a maximum annual salary of $161400.00.
